AI governance and AI red teaming are often mentioned in the same conversation, which makes it easy to assume they mean roughly the same thing. In reality, they serve very different purposes.


Governance focuses on how an organization manages AI overall. Red teaming focuses on testing how a specific system behaves when things do not go as expected. One creates structure. The other reveals weaknesses.


The confusion usually appears when organizations start asking practical questions about AI risk. Leaders know they need oversight, but they also hear about testing, exercises, and simulated scenarios designed to challenge AI systems. Without a clear distinction, it becomes difficult to know where to start or what problem each approach is meant to solve.


Understanding the difference does not require deep technical knowledge. It simply requires recognizing that managing AI responsibly involves both direction and validation. Governance helps define how AI should operate. Red teaming helps confirm whether those expectations actually hold up in practice.


What AI red teaming really means


AI red teaming is essentially a way to test an AI system before problems become bigger issues. Instead of assuming the system will behave as expected, organizations deliberately explore what could go wrong.


This usually involves structured exercises where a system is challenged through different scenarios. Teams may look at how the tool behaves under unusual inputs, how it responds to attempts to manipulate it, or how it performs in edge cases that were not originally considered during development or deployment.


The goal is not to “break” the system for the sake of it. The goal is to uncover weaknesses early. Red teaming helps organizations see where controls may be too weak, where unexpected behavior might appear, or where the real-world impact of a system could be larger than anticipated.


Because of that, red teaming often produces very practical insights. Instead of theoretical concerns, it generates concrete findings that teams can use to strengthen safeguards, improve processes, or adjust how the system is used.


How governance and red teaming work together


Governance and red teaming serve different roles, but they become much more effective when they work together.


Governance establishes the expectations around AI use. It defines how decisions should be made, who is responsible for oversight, and what kinds of risks need attention. In other words, governance sets the guardrails.


Red teaming helps test those guardrails. It challenges assumptions and explores how an AI system behaves when it encounters situations that were not fully anticipated. Sometimes that testing confirms that safeguards are working well. Other times, it reveals gaps that need attention.


When those findings are fed back into governance processes, organizations can update policies, strengthen controls, improve training, or refine how AI tools are approved and monitored. Over time, that cycle helps organizations move from theoretical oversight to something much more grounded in real experience.


The key difference


The clearest difference between governance and red teaming comes down to their purpose.

AI governance is continuous and organization-wide. It focuses on how AI is managed across teams, decisions, and systems over time.


AI red teaming is more focused and time-bound. It usually targets a specific system or use case and explores how that system behaves under pressure or in unexpected conditions.

Put simply, governance provides direction, while red teaming provides validation. Governance defines how AI should be managed. Red teaming helps confirm whether those expectations hold up when systems are tested more rigorously.


When AI red teaming becomes important


Red teaming tends to become especially valuable when an organization is preparing to deploy an AI system in a situation where the consequences matter.


For example, this can include tools that interact directly with customers, systems that support internal decision-making, or technologies that rely on sensitive or high-impact data. In these cases, leaders often want a clearer understanding of how the system behaves before it becomes widely used.


Red teaming can also be helpful after a near miss or an unexpected issue. If an AI system behaves in a surprising way, testing it more deliberately can help organizations understand what happened and what should change moving forward.


In some cases, the motivation comes from outside the organization as well. Clients, partners, or regulators may ask for stronger evidence that AI risks have been examined carefully. A structured red team exercise can provide that reassurance while also giving the organization valuable insight into its own systems.


Which should come first?


For organizations that are still early in their AI journey, governance usually comes first. Establishing a clear approach to oversight makes it easier to decide how AI tools should be reviewed, monitored, and improved over time.


However, if an organization is already using AI in important parts of its operations, red teaming can be a powerful way to reveal issues that may not yet be visible. Testing one critical system can quickly highlight gaps in controls, processes, or assumptions.


In many cases, the most effective path is not choosing between governance and red teaming, but using them in combination. Governance provides the structure that guides decisions, while red teaming helps ensure that structure actually works under real conditions.


A practical way to move forward


Organizations do not need to solve every AI governance question or test every system at once. A more realistic approach is to start with enough structure to guide decisions, then test the systems that matter most.


That might mean establishing clear governance principles and responsibilities first, then running a focused red team exercise on a high-impact use case. The findings from that exercise can then feed back into policies, training, and oversight processes.


Over time, this approach helps organizations move beyond theory and toward a more practical understanding of how their AI systems behave and how they should be managed.


Final thoughts


AI governance and AI red teaming often appear in the same discussions because they are both part of managing AI responsibly. But they play different roles.

Governance helps organizations create the structure needed to guide AI use across the business. Red teaming helps test whether those decisions hold up in practice. When the two work together, organizations gain both direction and insight.
